Passport Renewal through Seva Kendra

My passport validity was about to expire in a couple of months and I was thinking of renewing it sometime soon. Very recently got to know about ‘Passport Seva Kendra’ (PSK) through a friend and decided to use this newly launched facility to renew my passport. All the information was available on their website about the documents, process, fee structure etc., It was indeed a very smooth option to fill out all the form detail online as well as submitting the same through their website. Also, there was an option to schedule the appointment with passport issuing authority online!

To be doubly sure, I called up their toll free helpline 1800-258-1800 to ensure I have the right set of documents and the process followed is correct. Since there was no change in address, I just had to drop in personally at PSK at a pre-scheduled time with current passport which is about to expire. Well, the other documents included the appointment acknowledgement print out and 2 self attested photo copies from the current passport.Indian Passport I was told explicitly that there is no need to carry photographs as they have set up a digital imaging system to capture photo there itself while processing the form. Also, I was told that the fee for reissue of passport can be paid at the processing counter. All is well until this point.

Rest of the story as it unfolded made me realize the famous saying – “if everything goes smooth without any hurdles, surely you are in wrong lane”. Well, I had the appointment between 1:30pm – 2:15pm at Passport Seva Kendra, Lalbagh road, Bangalore. Reached the premises and got inside the building at 1:00pm upon showing the acknowledgment print out of the appointment. Had to stand in the queue here too to get a token for visiting processing, verification and issual counters. The queue wasn’t moving at all. After an hour one of the official came out and said the servers are down and it may take a while. Later on got to know that the servers were down since 11:30am! Thanks to Tata Consultancy Services (TCS) who have partnered with ministry of external affairs, India to empower the IT systems/infrastructure and to maintain these PSK kiosks.

Again at 2:30pm, one elderly official came to announce that they will switch over to manual mode of passport processing since the servers haven’t been restored and they are not in a position to retrieve the forms that applicants had submitted online. They decided to process those who had filled in forms in hand which weren’t submitted online. Online applicants were told to BUY form (which costs Rs. 10/-) and fill it up, ensure to have passport size photos, then head over to processing counters to get the work done. A fool in me, relying too much on computers had gone there without photos. I had 2 options : Either get the photos and fill up the form all over again manually or visit again some other day hoping to be lucky by then. Since there was a huge crowd and had to attend to work decided for the latter option.

So, this is what I learnt from todays experience:
1. Don’t rely on computer systems at government offices YET!
2. Always carry photographs no matter what whenever you need to fill a form related to govt offices.
3. Carry a pen in the pocket whenever you are out (my parents still shout at me for not complying to this since my college days, there is a bigger story on why don’t like to keep one… may be sometime later!)
4. Expect not to get the work done through govt offices as per the schedule.

Thanks for reading, hope you will not repeat what I did and may you have all the luck to get the “God’s work” done on time, as mentioned in the book! Remember, there is an engraved quote on the Vidhana Soudha – “Government Work is God’s Work”… YES! I understand that now in a better way.

    I applied for re-issue of my passport on 17th July 2012 via normal scheme. There was an address change for which I had applied for the reissue eventhough my PP had not expired. I did not get any intimation from police for police verification. But I followed up 2-3 times and finally it was done. After 2 weeks the stats was shown as Police clearance has not been received at the RPO. I called commissioner’s office and they said they have sent the report on 28th August 2012. Verification happened on 27th August (a day before). By October beginning teh status changed to “Passport application has been granted and Police Verification Report has been submitted. You would receive an email/sms once the passport is dispatched.” Since I had to travel abroad beginning of November I went and enquired at RPO on 8th Sept 2012. They asked me to wait for 10 days and that PP will reach me. They did not give me the info if it has been printed. Wasted an entire day for this useless info. Again on 15th Sept I went to RPO after procurring a letter from my employer confirming that I have to travel soon, hence requesting for urgency. I wanted to meet the APO.. but they asked me to wiat in Enquiry Queue… After waiting for my turn in that Q; finally they wrote Print initiated in remarks column and sent to APO’s room. After meeting with teh APO he said passport will be dispatched tomorrow and asked me to go to another counter to get all the documnets(letter token slip etc) uploaded into the system. A lady in th eAPO’s office took the documents and assured PP will be dispatched on 16th Sept 2012. That is today. But I do not see the status change in teh site.. It is still in “Passport application has been granted and Police Verification Report has been submitted. You would receive an email/sms once the passport is dispatched.” status. 🙁
    I am really upset about teh whole system like all you guys.. I am just hoping that I get my passport soon so that I can start my visa processing.

    • Miraculous as it may seem to be.. but soon after I posted this yesterday.. the status changed as: “Passport **** has been dispatched on 16/10/2012 via Speed Post Tracking Number *****.” Yesterday(16th) night around 11.30pm I got a message from MEAPSP sender that my passport has been dispatched via speed post and quoted the tracking number. The SP can be tracked online @ http://www.indiapost.gov.in/tracking.aspx or u can send an sms to 55352. format is SP. The tracking ID should be entered without the last two letters ‘IN’. Eg: if ur ID is EK012345678IN. You should send sms as: SP EK012345678.
      I have taken off from work today as i hope I will get my passport today (17th). Shall keep you posted.
      My suggestion would be to go to RPO and meet the APO with sufficient proof as to why they should speed up processing. We need to do our part to ensure that something will be done. Do not lose your cool as it is very easy to lose patience at the RPO. And just dont walk in, carry proof which supports your claim. Reach there atleast by around 8.45, 9.15am max so that you get a slot around 11 and then you can meet the APO and wrap up before they break up for lunch. Good luck all… I am keeping my fingers crossed.

    For past 1 month my application status is as below.
    “Police has completed verification process on 15/09/2012. Your passport will be dispatched after ‘Clear’ Police Verification Report is received at Regional Passport Office. You would receive an email/sms once the passport is dispatched.”

    Is this normal status or do i have to visit RPO?

        • dear pavab next you probably get passport printing in progress, and then passport printed and then dispatched, most probably in minimum four weeks, since normal it depends on which area u have applied

  5. My passport status shows “Passport application is under review at regional passport office”. I cannot understand what does in mean. I have already taken my passport. PV has done after getting my passport.
    How do i proceed further?

    • dear pinaki you will ger passport printing is progress after this it will take minimum two to four weeks for your passport to be received.

  6. Thanks for the information regarding Passport renewal. As you applied for PP Renewal through Tatkal Scheme, can you please suggest how did you apply for online appointment in Tatkal scheme as I am unable to get any slot under Tatkal scheme. Can I book an appointment under Normal scheme and then convert it to Tatkal at PP Seva Kendra or I can simply stand in Tatkal Q as I will be carrying application of Tatkal only (print out of app form). I would rally appreciate if you can please provide some information on this. Thanks

    • hi rehman iam sorry to say its difficult to get the slot in tatkaal or even in normal because of huge traffic into the site for appointments. you have to try try again until you succed. login ten minutes before the time specified, get ready and with a high speed connection and as soon as the time clicks, start booking. if you dont get you have to try the next day no other go.

      you cant convert from normal to tatkal at any point.

      i think you cant do that, just consult the rpo regarding the third option

  7. hi arun,gudmornin printing is so far dey hvent even c our file yet unless ec wont come dey r nt goin to grant what reason has been written in ur ec??nd what kind of ec u had??is it small like 1 page o big one

    • kind I dont know but it was written that I had lost/stolen and also indian embassy mentioned that I have travelled with valid passpt and visa so they dont have any objection to reissue passport.

      this is written in my ec. and what abt u ? offcourse the same right ?

  8. Sir, I registred and paid 1000/- at PSK, Lalbagh, Bangalore on 2nd Sept. for passport reissue and 20th Police enquirey was over. I did not receive any SMS or Emails, what is the next procedure? HOw many days it will take? Can you suggest.

    • Hi Sudhakar you will not get any sms/email if you register or police enquiry comes.
      you will get sms/email only if the passport is dispatched.

  9. can any one tell me this i had a message ten days back that”passport has been printed will get a email/sms once dispatched. but today message changed to “police has completed verification process on *******. your passport will be dispatched once clear police verification report is received at regional passport office. you will receive a email/sms once dispatched. Guys please tell me about this any one experienced out thereeeeee….. these people are eating my patience out…..

  11. hi arun nothing will happen if u contact to mum immigratin deprt better if u wait once rpo receive ec frm airport dey shall tell u to write a letter dat u used ur own trasport u knw its very lenthy process oh god its very difficult to get another passport once u came on ec and apply for reissue mine ec dey hve olready received but not updated yet

            I got the EC dispatch details from Immigration dept. mumbai airport. they have already dispatch ec on 7th june 2012 to passport office mumbai. As per RPO they have not received I will share the dispatch details with them.

            lets see what happens.
            from whom you came to know that they have your ec with them at thane rpo ?

          • hi arun gud news for u at least u hve got details anyway a person who stay at inqiury country he called sme1 frm inside in policy expedite department that department keeps details of ec and lost damage passport but there is no update in my status yet very slow process frm airport dey dispatch ur ec on 7th june but not yet arrive at rpo luk b4 3 mnth

            will he give any receipt to you stating that scan copies sent to rpo ?

            I think in our case printing may also not done since our application is on hold from starting.

            I went to RPO today !
            they scanned EC and attached to my file.
            I checked after that status changed to “Printing in process”
            will receive passport in 15 days.

  12. I’ve submitted the application for re-issue of my passport in Chennai PSK Aminjikarai on April 27th 2012. Police verification took place on 14th May 2012. Last month’s status was that Police verification completed on 28/6/2012. After receiving clear message from Police, passport will be dispatched. Last weeks status is Passport application is under review at Regional Passport Office. Can you help me plz…!

      It’s already passed two months, i think you should visit Regional passport office
      Also file an RTI because its more than 3 and half months to know the reason for delay.

        Have you been to RPO before after submitting the application ?
        I would suggest please visit RPO to know the reason for delay because its already passed 120 days

      for me also the same status

      20th sep – under review at rpo
      21 – police completed verification on 21/09
      23 – under review at rpo

      I also lost passport and came back on ec

          My current status is “Passport Application is under review at RPO”.
          As you know only 6 days passed for this status, so i think we should wait for another 1 week and if it doesn’t change than offcourse we have to visit RPO

          I came back to india on my company expense.

          Have you visited to RPO ? actually on appointment date they told me that they are putting my application On-hold and i have to visit the rpo after 15 days. But i didn’t went to the RPO.

            Yes, My Police verification completed on 21st Sep 2012 and its the same status as you have from 23rd Sep.

            As i told you before, At the time of application submission,the PSK kept my application On-Hold and told me to visit rpo after 15 days but i didn’t went there, i thought i will wait for the status to come.

            As you know mine is also lost passport abroad and came on EC, Is it really required to visit RPO ?? I have submitted the Affidavit which clearly states that i came on my company expenses.

            Please let me know if i am going wrong somewhere.

            I applied on 20th July and police completed verification on 21st Sep.
            Now the status is same as you.

            I had handed over the EC on arrival at Mumbai Airport and they given me the a small slip which was know as something like “Impounding slip”
            I did attached this original slip with my passport application.
            I guess i should wait for another 1 week because as per analysis i have seen that after the verification it takes atleast 15 days to changes the status to “printing” let wait……..

            Do you think still i should visit the RPO ?

            why you not applied under TATKAL ? I think that may work faster than Normal application.

            I think i have to visit RPO because i can see you wrote one letter to rpo but still i think why they need that because i have already submitted affidavit which clearly states that.

            Since my case is not normal that’s why visiting RPO is mandatory

          • hi arun dey dnt accept tatkaal application in such case of ec have u applied in tatkal??even my self i clearly indicate those dat how i lost my passport nd how i came but u knw goverment dey dnt hve time to read anyway u must i write a letter in advance use plain paper if dey ask gve dem same time ask dem if dey received ur ec o not tell dem to help u asap frm which country did u came on ec??how did u got ec??do u have zerox copy of airticket??do u hve pay receipt to high commission of india for issue a ec 4 u??

            I am planning to go tomorrow for sure because today i seen once case where the police completed verification on monday and passport dispatched today

            what’s ur status ? have been to RPO today what they told now ?

            i understand the pain but this government system is really slow. i think you should file RTI. even i am planning to go RPO tomorrow, i am also scared of this lengthy process but i haven’t went to RPO so i should go atleast for one time. lets see what happens tomorrow i know they tell me write letter as you told in the previous posts….do i need to take any more documents with me ? i mean my airticket print or boarding pass and company letters something like that ?

            I went to rpo today they told me the same waiting for EC to arrive at rpo.
            I told them can I do followp with immigration mumbai airport, they told me yes. But I don’t know how to go ahead :-(.

            What to do next should contact immigration department ?

  17. IT IS MENTAL HARRASSMENT TO GET PASSPORT IN INDIA…..PP IS A BASIC DOCUMENT OF ANY COUNTRY BUT IN INDIA…..GETTING PASSPORT IN TIME IS PRIVELDGED THING….
    I had applied for my wife and 4 months son in Pune on 23 July 2012. PVR sent by SP on 18 August, but still status is in “Printing in progress”….they are promising passport in 7 working days after PVR on their portal….Example of poor service and false promises….especially RPO Pune is worst i guess…reading all reviews on net.

  27. Hi had applied for passport. Status showing physical verification left. Police has already conducted my verification. They are saying that they have passed on the passport to CID. Don’t know why. Whattt should I do in this case. Need passport very urgently. If u could advise me how much time more it wil tttake o get d passport

  33. Well, everyone! I got my passport today! 🙂 Yesterday the status updated to dispatched passport and today I got it!

    It took total of 50 days since the day of the application and I didn’t call or visit anyone during the processing – just waited patiently.

  37. I had applied for three passports for my wife, my son and my father on the same day.
    All with same address at RPO Pune. All had PV on 13 August 2012, file sent to RPO Pune on 18 August 2012(because my friend is in police he made sure all this happen as quickly as possible.) But today only status of my wife’s application got changed to “PV has been submitted by SP Office and your passport printing is in progress”.

    Rest my son’s and father’s passport is still showing “Pending for physical police verification”. I do not understand the logic. I am helpless, only wife’s passport without my 4 months old baby passport is not useful for me. 🙁

    • TCS has made these things worst. TCS has designed such a waste software due which common man is strugulling. Shame on TCS.

    Please help me with this status “Your Passport has been printed and You would receive an sms/email once the passport is dispatched.” Has i am seeing this status from th past one week so when can i except the passport because i need to submit to the company it is mandatory for my employment within 15 days.

  41. thanx rk sir hope to visite rpo next week monday and will let u knw further update but 4 wat reason rpo kips pvr under review as police handover me clear pv to my hand and my self handover to sp and sp given to rpo as it was lost case and i came in india on ec bcoz of illness of mother i had lost my passport in africa but still i hve complete oll formalities for reissue new passport its now 12 days pvr is under review at rpo i dnt understand when dey will found clear

    • Hi Shahid.. Please call 1800-258-1800 (Toll Free) for the latest status as the one present on site might not be updated one.

      Moreover, since you have already waited for almost 2 months now, you can raise a query (RTI) with RPO since per new regulations, they ought to deliver the passport within 45 days.

  43. hi sir,i had applied passport on 18th july and ealier status was passport application is under review pv was done at aug 24th i had submited clear pv frm my hand to sp and sp has passed to rpo on 29th aug later on my status changed pv report for passport application is under review at rpo its now olmost 12 days status is same it was reissue for lost wat is next step i suppose to do please help me plz when my status shall change i want to go back africa for job other wise they wil terminet me and my life wud b spoild

  44. My Status has changed to “Passport is under review at Regional Passport Office.” from
    “Passport application has been granted and police have submitted the PV.You would receive an email/sms once the passport is dispatched” Before that
    “Police has completed verification process on 05/09/2012. Your passport will be dispatched after ‘Clear’ Police Verification Report is received at Regional Passport Office. You would receive an email/sms once the passport is dispatched”.

    I called the commissioner office and they said my report was clear and they have sent PV to regional passport office.

    Is it normal to have the status “Passport is under review at Regional Passport Office.”? Or Should I visit RPO? Do we have to take appointments for the RPO Bangalore?

    • Today the status has changed to “Your Passport has been printed and You would receive an sms/email once the passport is dispatched.”.

          Took appointment on 14 Aug. Police called on 17th Aug(Mind you 15th Aug was a holiday) but as I was in office asked them to come the next day. Verification was done on 18th.

  45. I’ve submitted the application for re-issue of my wife’s passport in Kolkata PSK. Everyday I try to book a slot for appointment, it says try at 4:00 pm of so and so date. I am trying to submit it for last four days at 4:00 pm but the whole system hangs right from 04:00 hrs to 04:05 pm and it says try next day. I am fed up of this system. Any one can hlep me plz…!

        It requires good bandwidth and also try to book appointment sharp @ 4 PM..which means that you have logon prior to that and exactly at 4 pm you need to try for appointment..

    • My passport was fresh and after “police verification has been completed by SP mumbai” to “Printing in progress” took 1 day and again “Clear police report” message popped up”

      but after 2 days “Passport has been printed” status was shown and after 1 day I got passport. Speed post in mumbai takes 1 day to deliver

Poor system no one picking the call in rpo when i visited rpo very rude man sitting on chair behaving like he is doing any favor on me i had given 1000 rs and i m the citizen of india i m asking for my right nothing else when they receive the clear report from police y not they print and dispatch the passport lack of staff lack of infra very poor system they cant even understand the emergency of someone it 39 days completed

          • ok sir so as i applied on 3rd aug so 45 days complete of 17th aug so can i file a rti on 18th august and does rti speed up the process and what is the process for rti ram my police verification done on 23 aug and on 31 aug my status was police verification report has been submitted by sp office district north west delhi passport is in printing process and it still the same 12 days gone but now status update i need it very very urgent before 30 sep only 18 days left if i file a rti on 18th aug can i get my passport before 30th august please tell me what will i do i tried all the things i spoke to customer care executive they cant do anything i emailed to passport seva they say wait and trace the status over net or go to rk puram passport office i went to rk puram passport office they say wait and wait ……………………….

    How long it will take for me to get passport.

    • Hi sandeep,

      dont worry you will get it by max 15 days..The status is showing correct only bcoz once pvr is completed by police they will electronically(approval with clear PVR) send it to RPO (online process)
      so the RPO will start printing your passport..Then once it is printed and the RPO hasnt received your file (documents you have submitted) will lead to the above status or might be they havent updated on the site..
      so no need to worry once your file reaches there your status will change to passport printed………… and then passport despatched via speed post….
      sometimes it might be the problem of updation as there are lot of stakeholders involved like RPO,Police,TCS etc…

    My Passport Status says this “Police has completed verification process on 30/07/2012. Your passport will be dispatched after ‘Clear’ Police Verification Report is received at Regional Passport Office. You would receive an email/sms once the passport is dispatched”
    Now its 08-09-2012 how long will it take for my passport to be issued? Please Help Me!!!Called the Passport Seva Guys they told me the Police Verification Report is yet to be sent to Regional Passport Office. I called the Police Guy who verified why Application he says the Clear report is already sent from Commissioner Office.
    How do i proceed further?

    • Actually police has completed your verfication but it not reached to regional passport office it will take time after seeing urs report in rpo.Dont worry about this matter almost it is completed it takes 25 days to get passport to u.good luck

          Now a days everything is electronically approved (online)…i mean once police sent clear report electronically to RPO they will proceed with printing and so on without waiting for the actual file with documents of yours reach the respective RPO..
          Once your file reaches the RPO your status should change to “Passport is printing…..”.remaining status are “passport printed….. ,Passport despatched via speed post…….:
          So i expect it to be over within 15 days.. because mine also took just 13 days to get my passport after police verification in person.. We come under jurisdiction of HYD RPO

  50. Police Report has been submitted by SP Office, District Cyberabad and passport printing is in progress.

    This is what it shows , how many will it take to get my passport.
    Done with police verification and even the doc. is submitted by SP office.

    I need to apply for master in January , So now its very urgent can any one help me please

        even my status is same from 31st august and i m checking daily 10 times and very depressed i need it very urgent my air tickets are book i even went to rpo rk puram bikaji palace but passport officer was very rude he didnt understanded my emergency even not the call centre executive i think i m helpless in india i applied on 3rd august booked appointment on 22 july and submiited online file on 17july so this procedure started on 17th july i m not agree with the current system poor india lack of staff lack of infrastracture even the police man not performing well they take lot of time in sending the actual time i m really helpless
